Criminals and Corrupt Police Officers to be Arrested
Because I can not stand to be abused, I have decided to cause the arrest of the following corrupt police officers and criminals. Please read the letter presented below, which will be in the hands of the Ugandan Inspector General of Police. Should the Inspector General of Police fail to take action, I will charge him for a number of crimes. If you choose to do nothing when evil men prevail, then you most certainly lack an inner sense of self value.

RE: Corrupt Police Officers and Rising Crime
The purpose of this letter is to bring it to your attention that there are many corrupt police officers who are collaborating with criminals in
1. UAL 474B: this taxi does not have a driving mirror and it overloaded passengers. It operates along the Munyonyo Gaba road. This crime was committed on 15/Dec/ 2009 at 8.00 am.
2. UDJ 534K: this Boda Boda was being driven by a minor and it almost knocked down two people. When confronted, the Boda Boda owner became hostile. It operates near Kabiira club in Bukoto, along the turn off towards Kisasi. This crime was recorded on 14/Dec/ 2009 at 3.30 pm.
3. UDL 718S: this Boda Boda had two passengers instead of one. It was overloading. It operates around the old taxi park. This crime was recorded on 14/Dec/ 2009 at 5.00pm
4. UAJ 048N: This taxi in the old taxi park does not have a driving mirror and it is in a dangerous mechanical condition. This crime was recorded on 14/ Dec/ 2009.
5. UAG 740X: this taxi does not have a driving mirror and is in a dangerous mechanical condition. It operates on the Salaama Munyonyo road. This crime was last recorded on 13th Dec 2009 at 4.00 pm
6. UAG 951G: this taxi always overloads.
7. UDM 662B: this taxi is in a dangerous mechanical condition. It has no driving mirror and overloaded on 9/Dec/ 2009. It operates along the Salaama Munyonyo road
8. UAK 543L: this taxi has very unstable seats, which are hardly fixed to the ground. This crime was recorded on 8/dec/ 2009. It operates along the Salaama Munyonyo road.
9. UAH 993U: This taxi has its seats tied to the floor with sisal ropes!!! It is in a dangerous mechanical condition. It operates along the Munyonyo road. This crime was recorded on 8/Dec/ 2009
10. UAG 740X: This car has its seats tied to the floor with sisal ropes. It doesn’t have a driving mirror. It is in a dangerous mechanical condition. It operates along the Salaama Munyonyo road. This crime was recorded on 6/Dec/ 2009 at 11.00 am
11. UAJ 897M: this taxi has its seats tied to the floor with sisal ropes. It is in a dangerous mechanical condition. It operates along the Munyonyo road.
12. UAF 470Y: this taxi has no driving mirror and the front passenger door can not open from inside. It is in a dangerous mechanical condition. This crime was recorded on 10/ Dec/ 2009 at 10.33 am along the Munyonyo Gaba road.
13. UAK 332Y: this taxi overloaded passengers on 10/Dec/2009 at 10.00 am along the Munyonyo Gaba road.
14. UAK 115A: this taxi which operates along the Gaba road has faulty side mirrors.
15. There are many cars parking on the round about near Standard Charted Bank at the old park.
16. There are cars parked on the pedestrian side walk right behind CPS
17. UAJ 897M: this taxi has its back seats tied to the floor with sisal ropes.
Other crimes
1. The police post at the old park is taking bribes from fruit vendors in the old park.
2. 90% of the Boda Boda riders at Kabalaga, Namuwongo, Bunga, Munyonyo/ Gaba stages do not have driving permits. Traffic police officers are aware of these Boda Bodas not having permits, but what they do is take bribes from them and permit them to operate.
3. Many taxi drivers along the Munyonyo, Gaba, Salaama road do not have driving permits, but they pay bribes to police officers in order to operate.
Recommendations:
It is obvious that the OC traffic at CPS, Kabalagala police station, Kisugu police station, Buziga police post and the traffic police officers operating along this route are taking bribes and permitting criminals to operate.
I kindly request you to arrest and investigate them, and then charge them for aiding and abetting the commission of crimes, obstructing justice, abuse of office, neglect of duty, and for taking bribes. Under no circumstances should any of the above taxis or Boda Bodas be permitted to operate until they are fit to do so.
All the above mentioned vehicle owners should be charged for the crimes they have committed, be processed through the courts of law, and proof of this provided to you in person, as a way of eliminating corruption. No taxi driver or Boda Boda rider should be permitted to operate without a licence. All the above mentioned Boda Bodas and those in charge of the stages where they operate should be arrested and charged in courts of law. The proof of this should be given to you in person.

I recorded the above mentioned crimes myself and I continue to do so. I also interviewed many of the offenders and that is how I came to know of the wide spread corruption in the police.
The last time I filed charges against corrupt police officers at the Kibuli police headquarters a few years ago (When Maj. Gen. Katumba Wamala was the IGP), I received death threats from many policemen at the police headquarters. Please remind the police that I have the legal right to ensure that the laws of this country are followed, and that it is morally and legally wrong for them to issue me with death threats.
